A patient came into our ER with a nursemaids elbow injury. The physician tried to reduce it twice but was unsuccessful. We coded the average nursemaid elbow with e codes plus the proper procedure codes (ICD-9 and CPT) with modifier 52 for reduced services but the question is do we also code V64.3 procedure not carried out for other reasons? Its a debate at my job. I say don't add since the procedure was carried out but was unsuccessful. Any thoughts?
