Generally, the laboratory bills the panels (they perform the chemical tests on the blood to determine the results of the panel). The doctor's office that did the venipuncture, bills for that. However, if the same entity does both, then they would bill for both the blood draw and the panels. There is no NCCI edit for 36415 (venipuncture) and 80050 (general health panel) for example.
