ICD No Laterality with Congenital Absence of Earlobe?

Hi,
In Exercise 7-2 of my coding -step-by-step text, (I-10 Codes)

Congenital Absence of the earlobe. Code is Q17.8...However I was surprised in the Tabular that there were no references to Laterality.

Does anyone know why that is...is it not important in the real world?
