Can and should an invasive breast cancer dx, such as 174.8, be billed with 233.0 in-situ?

Invasive implies to me that it is spreading. In situ means that it is confined to a site and not spreading.
Either the cancer is primary, secondary, or in situ. I don't think it can be a combination.

If there are both conditions present, perhaps in different breasts, there would be both codes needed to tell the story.
