As a new graduate and studying to take the CPC, how would I figure an accuracy rate or percentage of my coding skills?

That's very arbitrary and figured out differently from employer to employer. Practicode uses their own algorithm as an example. I think the important thing is finding a system where you can compare your self using the same algorithm to see improvement.
